Meet our staff
Chad Lewis, EMT-A
Vice President of Operations and Training Development | Instructor
Mr. Lewis currently serves as DTAC’s Vice President of Operations and Training Development, and senior medical trainer.
Mr. Lewis has over 18 years of public safety (Law Enforcement/EMS) and private security experience across the United States, as well as in high threat environments such as Iraq and Afghanistan.
During his career, Mr. Lewis has served in a variety of roles; as the Training Operations Manager for a national protective services training academy, responsible for training management, curriculum development, procurement, and oversight of over 113 full-time and contract instructors. As a contractor, Mr. Lewis supported multiple stateside and overseas Dept. of State, Dept. of Defense, Dept. of Energy, and SOCCOM contracts, including roles as an operations officer, explosives detection K9 handler team lead, Emergency Response Team EMT and Team lead, and as tactical supervisor for a Class I Nuclear Facility.
A seasoned law enforcement officer, Mr. Lewis has served as a Patrol Sgt, Training Officer, K9 Handler, as well as a SWAT Medic and SWAT Commander.
Mr. Lewis is a licensed EMT-A, TCCC/TECC Instructor, and Virginia DCJS General Instructor.
Doug Davis, NREMT
Executive Vice President | Instructor
Mr. Davis currently serves as DTAC’s Executive Vice President and senior intelligence consultant.
Mr. Davis is an experienced security professional and instructor, serving as a trainer and quality control manager for over 700 officers for locations that include NASA’s Stennis Space Center, the George W. Bush Presidential Center, and the Office of the Secretary – Department of Homeland Security.
Spanning 15 years in intelligence operations and analysis, Mr. Davis served in a variety of capacities as both active-duty military and as a contractor, specializing in insider threat investigations, counter-insurgency targeting, Intelligence Surveillance Reconnaissance (ISR) collections, and identity intelligence analysis.
Mr. Davis is a veteran of the United States Marine Corps, including assignments at the Joint Intelligence Operations Center – Europe at RAF Molesworth, England; Joint Special Operations Command – Fort Bragg, North Carolina; as well as multiple tours in Iraq and Afghanistan.
Mr. Davis holds a Bachelor of Science in Interdisciplinary Studies from Liberty University, is a graduate of the Department of the Army’s Advanced Open-Source Intelligence (OSINT) Analytic Tradecraft course and is a CASO™ certified Analyst.
Mr. Davis is a certified National Weapons Detection Training Program Instructor, and is a graduate of the Texas Commission on Law Enforcement Basic and Firearms Instructor course.
Mr. Davis is a nationally registered Emergency Medical Technician and NAEMT member.

Toney Davis, CPP
Founder / President
Toney Davis is the founder and president of the Davis Training and Consulting Group.
With over 35 years in law enforcement and security, Mr. Davis is a well-known and respected senior manager and industry professional.
In 2015, Mr. Davis joined Paragon Systems as their Vice President of Training, where he managed their Department of Criminal Justice Services (DCJS) accredited Paragon Training Academy and their staff of 265 certified, full time and adjunct trainers.
Prior to joining Paragon, Mr. Davis was an instructor at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. There Mr. Davis served with the Federal Protective Service as Branch Chief – Protective Security Officer Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA where he developed the National Weapons Detection Training Program and national lesson plan for 15,000 Federal contract security officers posted in 6,000 US Government facilities across the United States.
He is a career long, law enforcement and security training subject matter expert for the US Military, local & Federal law enforcement, and private sector communities.
Mr. Davis retired from the United States Navy in 1995 and holds Bachelor of Arts degrees in Sociology and Criminal Justice, from McNeese State University.
